The 4th Asian Marine Film Festival in Makuhari Regulation

This is a regulation of the 4th film festival.

1.1: The 4th Asian Marine Film festival in Makuhari (AMFFM) is organized by "The Asian Marine Film Festival in Makuhari" Committee in Chiba prefecture. The festival will be held on September 5th, 6th, 7th, 2008.

1.2: The AMFFM focuses on Asian films, which deal with the ocean as one of the key elements (i.e. theme, location, background). The festival aims to generate respect and understanding of the ocean, and foster mutual understanding and cultural exchange between Asian countries through films.

1.3: The AMFFM consists of the "MM (Marine in Makuhari) Award Asian Film Competition" and the "MM Indies Award Short Film Competition". There will be related events during the festival.

General Information Regarding the MM Award Asian Film Competition

2-1: The festival will select the nominees for the MM Award from the films which fulfill the following requirements (see the article 2-2 and below). The final selection will be made by the selection committee, which consists of film directors, critics and producers, as well as other cultural opinion-makers. The MM Award winning film will be awarded 1,000,000 yen (including tax) . 100,000 yen will be paid to all the nominated films as screening fee, and the festival will invite one of the staff for each film. Nominated films will be no more than 6 films, which exclude films that have any involvement by the member of the selection committee.

2-2: The festival charges no entry fee, and all the submitted films must fulfill the following requirements:
   
   2-2-a: The submitted films must be produced in Asia.
   The countries considered in this case are:Islamic State of Afghanistan/
   People's Republic of Bangladesh / Kingdom of Bhutan/Brunei Darussalam/
   Kingdom of Cambodia / People's Republic of China / Republic of China(Taiwan)/
   Hong Kong /India /Republic of Indonesia / Islamic Republic ofIran /Japan /
   Republic of Korea / North Korea=Democratic People's Republic of Korea /
   Republic of Kazakhstan / Lao People's Democratic Republic /Macau /Malaysia /
   Republic of Maldives /Mongolia / Union of Myanmar/Kingdom of Nepal /
   Islamic Republic of Pakistan / Republic of the Philippines /Republic of Singapore/
   Democratic Socialist of Sri Lanka/Kingdom of Thailand Turkmenistan /
    Socialist Republic of Vietnam.

   If the film is co-produced with non-Asian country, more than 50% of the
   film must be shot on location in one of the Asian countries as defined above.

    2-2-b: The films, produced after January 2007, would be preferred.
    (However,those, produced before 2007, could be accepted as well. )
    They should not have been theatrically released in Japan before
    September 5th 2008.

    2-2-c: The films that are formatted in 35 or 16mm print, with a minimum
     running time of 60 minutes (the digital films which are blown-up to 35 or
    16 mm prints are also accepted). However, the standard size film (i.e. 1.37 )
     is not eligible.

    2-2-d: The films must deal with the ocean as one of the key elements
    (i.e. theme, location and background). We accept dramatic features 
    documentaries, experimental films and animations.

    2-2-e: The festival screens only the completed prints in their original
    versions. The festival prefers prints with English subtitled, but will not
    exclude prints without English subtitles.

    2-2-f: All music rights and licenses must be cleared before the submission
     to the festival. If one of the nominated films is sued for the illegal use of
     published music, the producer of the film will be held responsible, and the
     festival committee will not be held liable.

2-3: No films selected may be withdrawn for any reason from the festival. During the entire festival, none of the films selected may be shown outside the festival before its official screening.

2-4: All the nominated films will be screened with Japanese subtitles.
The expense for Japanese subtitling will be provided by the festival committee.

2-5: Deadline for submission is June 30th, 2008. The entry form can be either mailed, emailed, or faxed to the Festival office. For preview purpose, we accept VHS (NTSC or PAL), DVD (NTSC or PAL), or VCD (NTSC or PAL). The preview tapes must arrive in the festival office by July 10th, 2008.

2-6: The producers of nominated films will be notified by July 14th,2008. They must submit exhibition prints by August 4th, 2008. The festival committee will pay for the shipment of prints and insurance.

2-7: The festival committee will keep the exhibition prints during the festival. The prints will be returned to the producers within two weeks after the festival.

2-8: The producers of nominated films must submit following items with the exhibition prints:
1) dialogue list inEnglish or the original script in the original language,
2) 2 to 5 stills from the film,
3) 2 posters and leaflets, if available,
4) 2 photos of the director. The cost of shipment of these items will be provided by thefestival committee.

2-9: The festival committee may request excerpts of the film for a promotional purpose (in Beta tape). All shipping expenses of such items will be provided by the festival committee.

2-10: All the applicants and participants of the festival must abide by the regulations as listed above. In the event of disagreements outside the regulations, the festival committee will have the right to make a final decision.
